This is a CME training course series from the Southern NJ MAT Center of Excellence (SNJMATCOE) consisting of didactic in-person trainings, virtual live webinars, and enduring recorded webinars with content that will use a standardized, evidence-based substance use disorder (SUD) prevention, treatment, harm reduction, and recovery curriculum focused on best practices in screening, brief intervention, and referral to treatment (SBIRT), engaging patients in medication for addiction treatment (MAT) and harm reduction strategies, providing on-demand MAT and “warm handoffs” to longitudinal care, and best practices in prescribing and behavioral health support, among others, in compliance with federal and state statutory and regulatory guidelines. While the course series’ content is tailored for health care licensees practicing in New Jersey, courses are open to all participants on a global scale.

ABOUT THE SOUTHERN NJ MAT CENTER OF EXCELLENCE

As part of Governor Phil Murphy’s initiative to combat the overdose crisis, the New Jersey Department of Human Services (NJ DHS) collaborated with Rutgers New Jersey Medical School (RNJMS) in Northern New Jersey, and Cooper University Health Care and Rowan University in Southern New Jersey to develop MAT Centers of Excellence (MATCOEs) as part of the MATRx model of integrated care for SUD in the state.

FEDERAL SUBSTANCE USE DISORDER (SUD) EDUCATION REQUIREMENT

Section 1262 of the Consolidated Appropriations Act of 2023 removes the federal requirement for licensees with prescribing authority to apply for the 2000 Drug Addiction Treatment Act (DATA 2000) Waiver (“X-Waiver”) to prescribe buprenorphine medication for opioid use disorder (MOUD). The X-Waiver has been officially eliminated. Other federal requirements associated with the former X-Waiver have also been removed—including and not limited to limits on the number of patients for which a licensee can prescribe buprenorphine MOUD.

Section 1263 of the Consolidated Appropriations Act of 2023 requires new or renewing Drug Enforcement Administration (DEA)-registered licensees, starting on Tuesday, June 27, 2023, upon submission of application, to have completed a new one-time, eight-hour* training requirement on treating and managing patients with opioid use disorder (OUD) or other SUDs. All DEA-registered licensees—with the exception of veterinarians—are responsible for satisfying this new training requirement.  Note: Licensees can satisfy this requirement by engaging in a total of eight hours of training on treating and managing patients with OUD or other SUDs from various groups and the training does not have to occur in one session—it can be cumulative across multiple sessions that equal eight hours of training. (Past DATA 2000 Waiver ("X-Waiver") trainings also fulfill this requirement)
